Job Summary: We are seeking an experienced and meticulous Planning & Estimation Manager to lead and manage all planning, scheduling, and cost estimation activities for water and wastewater treatment projects. This role demands a strong understanding of project lifecycle, construction methodologies, and accurate cost analysis to ensure competitive bidding, efficient resource allocation, and successful project delivery within budgetary and timeline constraints. The ideal candidate will be adept at forecasting, risk assessment, and collaborating with multidisciplinary teams to develop robust project plans and estimates.
Key Responsibilities:
· Lead the development of comprehensive project plans, schedules, and resource loaded programs for various water and wastewater treatment projects, from conceptualization through execution and commissioning.
· Prepare detailed cost estimates, including direct and indirect costs, labor, materials, equipment, subcontracts, and contingency, for bidding and project budgeting purposes.
· Conduct thorough quantity take-offs from engineering drawings (PFDs, P&IDs, civil, mechanical, electrical, etc.) and specifications to ensure accuracy in estimations.
· Collaborate closely with process, mechanical, electrical, civil, and instrumentation teams to gather technical inputs and ensure alignment between design, planning, and estimation.
· Develop and maintain project schedules using industry-standard planning software (e.g., Primavera P6, MS Project), performing critical path analysis and identifying potential bottlenecks.
· Identify, assess, and mitigate commercial and contractual risks associated with project bids and execution, providing input for risk registers.
· Liaise with procurement and suppliers to obtain up-to-date pricing for materials, equipment, and services, ensuring estimates reflect current market conditions.
· Prepare tender documents, proposals, and presentations, clearly articulating project scope, methodology, timeline, and cost breakdown to clients and stakeholders.
· Monitor project progress against planned schedules and budgets, providing regular reports and forecasts, and proactively identifying deviations for corrective actions.
· Participate in client meetings and negotiations, defending estimates and project plans, and addressing any queries or concerns.
· Contribute to the continuous improvement of planning and estimation methodologies, tools, and databases to enhance accuracy and efficiency.
· Provide mentorship and guidance to junior planners and estimators, fostering a culture of technical excellence and professional development.
Qualifications:
· Bachelor’s or Master's degree in Civil, Environmental, Mechanical, or Industrial Engineering, or a related field from an accredited institution.
· 10+ years of progressive experience in project planning, scheduling, and cost estimation within the water and wastewater treatment sector.
· Demonstrated expertise in preparing detailed estimates for large-scale infrastructure projects.
· Proficiency in project management and scheduling software (e.g., Primavera P6, Microsoft Project) is essential.
· Strong knowledge of various water and wastewater treatment technologies (e.g., WTP, ETP, STP, RO, UF, ZLD, MBR) and their associated construction and operational costs.
· Excellent analytical, mathematical, and critical thinking skills, with an exceptional eye for detail.
· Thorough understanding of construction contracts, procurement processes, and cost control principles.
· Strong written and verbal communication skills, with the ability to present complex financial and scheduling information clearly.
· Ability to manage multiple projects concurrently, work under pressure, and meet tight deadlines.
· Certification in Project Management (PMP) or equivalent is highly preferred.
