Job Summary: We are seeking a highly skilled and experienced Pipeline Design Manager to lead and manage the design of critical water and wastewater pipeline infrastructure projects. This role involves overseeing all stages of pipeline design, from conceptualization and feasibility studies through detailed engineering, ensuring compliance with industry standards, regulatory requirements, and project specifications. The successful candidate will be a technical leader, responsible for guiding a team of engineers and designers to deliver robust, efficient, and cost-effective pipeline solutions that support the sustainable management of water resources.

Key Responsibilities:

·        Lead and manage the entire pipeline design process for water transmission, distribution, wastewater collection, and force main projects.

·        Oversee the preparation of detailed engineering plans, specifications, drawings, and calculations for pipeline systems, including route selection, hydraulic analysis, material selection, and structural design.

·        Conduct and review hydraulic modeling (e.g., using software like EPANET or HEC-RAS) to analyze flow characteristics, predict pressure losses, and optimize pipeline sizing and pump station designs.

·        Ensure all designs comply with relevant local, national, and international codes, standards (e.g., ASME, ANSI, API), and environmental regulations.

·        Coordinate and collaborate with multi-disciplinary teams, including civil, structural, mechanical, and electrical engineers, as well as environmental specialists and project managers.

·        Manage project timelines, budgets, and resources for the pipeline design scope, ensuring projects are delivered efficiently and on schedule.

·        Perform technical reviews and quality assurance/quality control (QA/QC) of design outputs, ensuring accuracy, completeness, and constructability.

·        Identify and mitigate potential design risks, developing innovative solutions for complex challenges such as river crossings, difficult terrain, and existing infrastructure conflicts.

·        Provide technical guidance, mentorship, and support to junior engineers and design staff, fostering their professional development.

·        Engage with clients, regulatory agencies, and stakeholders to present design concepts, address concerns, and secure necessary approvals.

·        Stay updated on emerging pipeline technologies, materials, and best practices in the water and wastewater industry.

·        Support business development activities by providing technical expertise for proposals and client presentations.

Qualifications:

·        Bachelor’s or Master's degree in Civil, Environmental, Mechanical Engineering, or a related field from an accredited institution.

·        10+ years of progressive experience in pipeline design and engineering, specifically within the water and wastewater sector.

·        Proven experience in leading and managing pipeline design teams on complex infrastructure projects.

·        Extensive knowledge of pipeline materials (e.g., DI, HDPE, PVC, Steel), construction methods, and installation techniques.

·        Proficiency in hydraulic modeling software and CAD software (e.g., AutoCAD, MicroStation, Civil 3D, Plant 3D) is essential.

·        Strong understanding of fluid dynamics, stress analysis, and corrosion protection for pipeline systems.

·        Thorough knowledge of relevant industry codes, standards, and environmental regulations.

·        Excellent analytical, problem-solving, and decision-making skills.

·        Strong written and verbal communication, presentation, and interpersonal skills.

·        Professional Engineer (PE) license or equivalent certification is highly preferred.

Desired Skills:

·        Experience with trenchless technologies (e.g., horizontal directional drilling, pipe bursting).

·        Familiarity with GIS mapping and asset management systems.

·        Demonstrated ability to innovate and integrate sustainable design practices.

·        Strong contract management and negotiation skills.
